If a King wants to know about good governance in his kingdom, he should stay anonymously at some night shelter for poor for one night.
He will know whether people in his kingdom are happy or not. He will hear about his corrupt ministers if there are any. He will hear what people want him to do.
If a minister goes to visit a night shelter, with his followers, with TV crews, then whatever he or she may hear, may not be complete truth.
