Supreme Court : All kinds of Juggad Vehicles - Insurance companies liable in case of accidents

Accidents of motor vehicles- There are laws that insurance companies are liable to compensate victims.

But what about hybrid vehicles? Suppose a bicycle is fitted with petrol driven motor. Or suppose a scooter is modified by attaching a side bucket seat. 

Or there are such other vehicles which are Juggad Vehicles.

Supreme Court has given direction to treat such vehicles
as motor vehicles and implement a circular issued by Central Government.
