Does This Prove That there is no Institute in India to update outdated laws?Can you Ask any Judge or Lawyer in India as to why Sec.166 of EvidenceAct is still not abolished?

This Section 166 of Evidence Act deals with Power of Jury to ask any question to witnesses during trial of a criminal case.

Jury system is abolished from India since years.

And yet this Section is valid in Law Books of India. Law students in India are required to study and remember this section. Why?

Why ? Why Why? this section is not repealed though Jury System is Abolished since many years?

Does this prove that no one in India bothers to update outdated laws in India?

Which Authority or Commission in India has duty to study outdated laws and report it to Hon'ble Law Minister?

Perhaps, I may be ignorant about this. Please let me know if you have got any answers.
