This is a purely an imaginary article. Since I am a lawyer, we hear a lots of imaginary things when we are preparing cases to defend criminals or cases to convict criminals who have been acquitted by trial courts.
Our lawyers' job since centuries, is to argue for victims and sometimes to argue for criminals.
WHEN A WHOLE SOCIAL CULTURE HAS BECOME CORRUPT, THE INDIVIDUALS LIKE IAS, IPS OFFICERS or RTI ACTIVISTS SHOULD TAKE SOME PRELIMINARY PRECAUTIONS.
These type of people are very valuable to us. Their motto is "Fighting Unarmed against a Thousand Soldiers"
They are fearless people. They are not afraid of death. They are willing to die while fighting against corruption.
These people are our front line soldiers. We feel sad that some of them has been killed by any mafia. But there little you or I can do.
UNDERSTAND THE SET UP IN WHICH THEY ARE SENT
The Government receives a lot of complaints, that in certain district some illegal activity is going on by organized criminals.
From public, no one is coming forward to complain or to give evidence. Then Government tsends one such brave and honest IAS or IPS officer to clean up the mess.
But no additional powers or back up support are provided to them.
WHAT PRECAUTIONS SUCH OFFICERS SHOULD TAKE:
What I suggest below, is what I had read thirty years back in a book called "Top Secrets of a Spy".
When an honest IAS or IPS officer is sent in area where organized criminals are carrying on since quite some years, he should take following precautions as per my view.
1) First, he should try to find out who could be on regular pay-roll of this syndicate. He may find that
Chief Minister, An another minister, a MP, a MLA, six local police officers, one judge and some lawyers have very good relations with the people who carry on such illegal activity.
2) In the early encounter, the syndicates will allow such new comer to win. He will successfully stop such activity and will be able to catch small soldiers of such syndicate.
3) Then they will think, "What does this new IAS/IPS officer want? How can we turn him into our friends?"
4) If they will find no comfortable answers, the IAS/IPS officer will die.
Some eye witnesses will be planted in advance at place of murder. After two months, you and I will forget. Media will get no further feed back.
During trial, the witnesses wil givel inconsistent evidence and judge will have to acquit even the small accused who might have arrested.
5) Things will go on as usual.
PLAY THE GAME
1)In game of cricket, there are 11 person who are trying to out you.
The person whom you call back stabber, is actually a wicket keeper. It is his duty to stab you in back.
The MP, MLA, CM, Six Police Officer, Judge, Lawyers are only fielding around you. Their job is to prevent you from taking runs. They are entitled to do all they can to prevent you to do your job.
So the first advice to such IAS/IPS officer is to give up, "Holier than thou attitude". Understand this. These all criminals, small or big, are human beings created by God. They are doing things for their families and children.
Just as Valmiki used to do.
It is another thing that their ways are illegal and unacceptable. But then catch and punish them. They are not saying No. They only want that the game should be played by rules.
2)Second advise is, always presume that your mobile phone and home phones are under surveillance.So talk and listen carefully.
3) Find out who are playing role of wicket-keepers. They will be ready to stab you in back if they gets a chance.
4) Be unpredictable all the time. Your routes should not be fixed.
5) The weakness of other side is, they have to plant eye witnesses in advance. They must know when you will come at any particular place. Keep all your programs unpredictable.
6) Then, make you own team also. Do not play solo. In your team also there should be some persons including some lawyers.
And if possible, find out and read book' "Top Secrets of a Spy"which I read 30 years ago.
