The Constitution provides that all persons shall equal opportunity by State.
It means that in distribution of any kind of benefits to public, every member of public should have equal chances.
Then what about some castes which were treated as untouchable since thousand years? They will never be able to compete with general public.
Then the Constitution recognised principle of Affirmative Action to uplift these classes by giving them special benefits or relaxation, so that they can be equal with general public.
Accordingly, Constitution permitted that unequal can be given special reservations. In foreign countries, this is known as "Affirmative Action by States".
Last time when Delhi Govt went to Supreme Court to increase number of licenses for auto rixa, court ask them to first fill up reserved quota for SC and ST etc.
So this govt gave advertisement for filling such quota.
After such advertisement is given, they can move Supreme Court again to increase and permit more licenses.
